Shame, shame, shame … A criminal investigation is under way at the Cleveland Police Authority, involving its chairman Redcar & Cleveland’s Labour Councillor Mr McLuckie and a number of people associated with him at Cleveland Police Authority, it has just emerged.
Despite the month long investigation, the authority, some of whom it is said are being investigated, YET they have unanimously decided that their chairman should continue in his post … how can such a decision be taken seriously ?
The investigation is being led by Warwickshire Police Chief Constable Keith Bristow … and conducted by officers from North Yorkshire Police Force … presumably without CC Mr Maxwell, who we now know have enough problems of their own.!
I noted that Mr McLuckie emphatically retorted … that he wants to make it clear that he has never acted improperly during his time on the Cleveland Police Authority and especially during his period as chair and will fight to defend his reputation and has no doubts that any allegations against him will prove to be entirely without foundation.

Well I for one have to admire his optimism and wish this him well during what are likely to be difficult times and look forward to hearing of him proving to the investigation team and the 921 people of Skelton that trusted and voted for him at the election, that he is an honest and responsible councillor at heart.

CLEVELAND Police will be forced to meet the cost of a criminal probe into the force’s authority.
It was confirmed this week that a team led by Warwickshire’s Chief Constable Keith Birstow is to probe Cleveland Police Authority. The probe was instigated by Her Majesty’s Inspectorate of Constabulary.
North Yorkshire Police officers, led by detective Chief Superintendent Richard Mann are forming the investigation team.
The team is carrying out a criminal investigation into a number of people with current or past associations with the Cleveland Police Authority.
It follows initial inquiries into the manner in which some individuals within the authority might have conducted some of its business and initial advice from the Crown Prosecution Service has been sought.
A Warwickshire Police spokesman confirmed Cleveland Police would pay for the cost of the inquiry, which is expected to take a significant amount of time.
He added: “In terms of how long will the investigation take - it will be lengthy - it could last for many months.”
The last major investigation into police-related matters in Cleveland was Operation Lancet, which was launched in 1997 into alleged malpractice in Middlesbrough CID. The inquiry lasted almost five years and cost an estimated £8m.
In a statement today Cleveland Police Authority said: “We are aware it is being suggested that the costs of the investigation, which was instigated by Her Majesty’s Inspectorate of Constabulary and is being led by the Chief Constable of Warwickshire, will be met by Cleveland Police.
“The authority is concerned at this suggestion, given that it was not involved in the decision to instigate the investigation, nor does it have involvement in its conduct, including its duration and costs.”

Councillor Dave McLuckie has quit as chairman of Cleveland Police Authority.
His decision comes just days after it was announced a criminal investigation was being carried out in Cleveland Police Authority.
In announcing he was stepping down as chairman, Cllr McLuckie repeated he believed he had never acted improperly during his time on the Police Authority - and especially during his period as chairman.
However Cllr McLuckie went on to say: “It has now become clear that pressures arising from the investigation could cause significant difficulties for the authority if I was to continue as chair which is why today I have decided to step down from that position with immediate effect.”
Cllr McLuckie also said he would not seek to be re-appointed to the police authority when it is reconstituted in the next few weeks.

THE chairman of Cleveland Police Authority has resigned and denied any wrongdoing as details emerged today of an £87,000 deal with a heating firm he has ties to.
It is unclear whether the contract forms part of the criminal investigation into the organisation, which was launched this week.
Councillor Dave McLuckie quit as head of Cleveland Police’s governing body while a probe into the authority’s affairs takes place.
He said today that he has always been open about his associations with the firm, and did not benefit financially from the deal.
The Gazette can reveal that the authority has a contract with Middlesbrough-based plumbing and heating firm Combi UK worth up to £87,825 to carry out maintenance to police buildings.
Warwickshire Police, the force charged with carrying out the inquiry, has refused to confirm whether the contract is being investigated or not.
Cleveland Police Authority and Combi UK have also declined to comment.
Mr McLuckie is listed as a consultant for the company on the police authority’s register of members’ interests.
The firm was awarded a three-year contract to carry out “cyclical maintenance for mechanical services” at police properties in February 2009.
In the first months of the deal, it was paid £4,228. In the financial year 2009/2010, it was paid £26,755, plus £21,544 in 2010/11 and £1,761 so far this year.
The contract expires in February next year, and will be worth a maximum of £87,825.
The police authority insists that the contract was awarded after a tendering process, but a spokesman was unable to comment on whether it formed part of the ongoing investigation.
When the Gazette contacted Combi UK at the firm’s Hartington Road base yesterday, a spokeswoman said that the managing director “has no comment to make at this time”.
A spokeswoman for Warwickshire Police said she was unable to comment on specific details of the ongoing investigation.
Cllr McLuckie said this morning that he took no part in the contract negotiations.
“I always declare my interests - I always make sure I play no part when it comes to anything I have an interest in,” he said.
“I am a consultant for Combi UK. I carry out a number of different roles but I do not deal with contracts.
“I have not done anything wrong.”
He said the inquiry began due to “vexatious allegations”.
The investigation is into allegations relating to a number of people with past and present associations to Cleveland Police Authority.
Cllr McLuckie, the police authority chairman since 2005, said that when he reported the situation to his police authority colleagues on Monday he was deeply grateful for their unanimous decision that he should continue in his post as chairman of the authority.
“As I made clear in my earlier statement I do not believe that I have ever acted improperly during my time on the police authority - and especially during my period as chair.
“It has now become clear pressures arising from the investigation could cause significant difficulties for the authority if I was to continue as chair which is why today I have decided to step down from that position with immediate effect,” said Cllr McLuckie.
He said he believed a great deal had been achieved in recent years.
“I do not want to see any of that good work undermined - or to hinder the ability of the authority to make further progress and tackle the major challenges it faces.
“I believe that it is in the best interests of the authority, the public we serve - and my own interests - that I step down from the chair at this point,” said Cllr McLuckie.
He said he would, of course, co-operate with the investigation.
“But I repeat I believe I have acted properly and in the interests of the public throughout my period on the authority and I will fight to defend my reputation and demonstrate that any allegations against me are without foundation” he said.
Cllr McLuckie said he would continue as a Redcar and Cleveland councillor but he did not intend to seek re-nomination to the police authority.
Councillor Barry Coppinger, a member of the police authority, today said he was concerned that behind the scenes the establishment was acting to remove an elected representative.
James Wharton, MP for Stockton South, said Cllr McLuckie was right to step down.
He said: “We must not pre judge the results of this investigation but it really brings home the lack of public accountability on some of these police authorities, I will be asking the Government to push ahead with its plans for reform and elections for Police Commissioners.”

So does CPA think it should have been involved in a decision to investigate itself and be involved in the conduct of a criminal investigation into itself? They are the bloody suspects, FFS!!! What planet are they on?

Is that not how Labour work ?

When one of them is, unusually, put in front of the standards board a fellow Labour Councilor chairs it usually, don't they?
The breach is investigated by his fellow Labour Counccillors

I believe it's just suspended for the duration of the investigation, isn't it ?

Do you know how the independent members of the CPA are selected ? I emailed the CPA but haven't got a reply as yet .

A cursory read through this appears to state that Independents are selected by a panel, 3 councillors and and independednt who is due to finish as per rules.

It became common knowledge that all the phones at Clevelands ivory towers HQ are monitored and recorded. It came out in another investigation into the man who was in charge of the system a few years ago.
I wonder if it applies to force mobiles and airwave radio sets, and if the councillor had a force mobile?
I think Councillor McLuckie forgot the Tyne Tees tv camera was still running when the tv reporter asked him a question about Combi with the cup in his hand last week.
He asked what the councillor did for Combi in his consultant post?
The body language and reply from the councillor have to be watched to understand the meaning of the word "shifty".

Considering McLuckies consultancies, employment with Boulby Potash and being a councillor, who doesn't inform his constituents about a police investigation but lets them find out days after an election, wonder if any of his responsibilities get shortchanged...??

this is in direct conflict to the CPA DOI in the TV clip account
is Mcunlucky that thick he didn't grasp the fine detail in false accounting/fraud
so the advice offerd to Cllr Mcunlucky and others
the idea is you submit lower amounts of money received on declaration of interest forms not higher
is it any wonder Middlesbrough & Redcar fail the people with idiots like this in charge
should Cleveland Police Authority be renamed the White Wash Club aka Launder Your Money and the Truth Club lol
