Middlesbrough Cllr’s are they exempt from car parking charges in boro?
PLANS to introduce a £20 charge for permits in Middlesbrough residents’ parking zones have been scrapped. Middlesbrough Mayor Ray Mallon last night said he had listened to the views of community representatives and decided the charges should not go ahead. But he confirmed he will be pushing on with a 3.5% increase in council tax. Mr Mallon said freezing rates in return for a one-off grant from the Government would create a £20m blackhole in council finances over 10 years. It came during a special council meeting last night where he detailed his response to the consultation on the £3.5m of cuts announced in December.

Mallon complains there would be a £20m black hole over 10 years, yet he is still borrowing £30m to demolish 400 perfectly good occupied homes in the centre of town, to be grassed over or parked on as there is NO plan to put anything in their place! So at least a million pounds a year in interest alone is going on your council tax and you get NOTHING back for it. There are 1000's of homeless families in Tees valley alone and he still wants to wipe out whole communities.

they asked a honest Middlesbrough CllrMiddlesbrough Council said in a statement that its machines are programmed to accept overpayment as “many of our customers have indicated that they prefer to pay extra rather than having to go and find change.”
A spokesman declined to say how the authority had reached that conclusion.
REDCAR and Cleveland Council has pocketed nearly £100,000 in the last three years by not issuing change from its parking meters.
And Middlesbrough Council says its ticket machines accept overpayment because drivers “prefer to pay extra” rather than having to find the right money.
It comes as figures show the area’s three local authorities generated more than £11m from parking charges between 2009 and 2012.
They have a total of 277 machines between them - none of which issues change.
Middlesbrough collected £7.5m and Stockton brought in £1.5m. Redcar and
Cleveland’s total was £2.3m - of which £99,746 was generated by machines keeping change.

It's called out and out stealing,and Middlebrough as usual,is the main culprit. No wonder shopper's are using out of town retail park's,more and more,and high street's are full of closed down shop's.
To come out with statement's like Middlesbrough Council did,saying that customer's prefer to pay extra,rather than have to find change,is ludicrous,to say the least. Sadly,this is the mentality of the people that's running this town.

do they really?? I know I dont, as for upgrading the meters all they do is introduce ones were your reg is required so that you cannot pass your ticket on, making sure the council gets the full amount from its parking meters.
I wonder if the councilors can claim back parking on their expences???

I got caught out in Boro a few years ago, parked in the Hill Street centre car park on a Bank Holiday expecting it to be Sunday rates - fair enough my mistake for assuming - but its not until you put the ticket in that you realise you are paying £5+ instead of the £1.20 you were expecting as nowhere does it say bank holidays are normal rates. We've also been caught out going to late shopping nights where we've arrived at minutes after 6pm when its free, but the machine conveniently says 5.57 so you get charged regardless. There is never anyone to complain to or contact details to get in touch. The new plastic token is also stupid - you have no idea what time you need to be back as its not a printed ticket.
Parking is just a cash cow to all these authorities. R&C only monitor our residents parking 8-6 so when I'm out at work they ticket people parking on the street I live on if they don't have permits. When I get home I can't get parked, not enough spaces, as they don't care who parks there later - errr - I do!!! I thought the point of residents parking was FOR the residents? No, Silly me, its to protect their revenue and make sure people pay to park round the corner.
They'll get you 24 hours for parking on double yellows (used to be 8-6 same as the residents parking as it was traffic wardens on a fixed shift) and now its 24 hours performed by community wardens.
I think its appalling that they have machines which don't give change - if you park, then go to a shop for change to put in the machine - they'll ticket you before you can even get back to the car.
