Cleveland Police Investigation Letter By Richard Bowsher

Dear Mr Bristow
It is reported that you are heading the criminal investigation into the allegations of a corrupt relationship between the Cleveland Police Force and past and present members of the Cleveland Police Authority and that you will be using North Yorkshire police officers to assist you.
The purpose of this email is to make you aware that there also exists a corrupt relationship between Police Force and Police Authority in N. Yorkshire and I, and many others in the region, have direct experience of it.
In my case a Detective Inspector PAUL WARNER was involved. He worked in the Professional Standards Department for the NYP and was supposed to have investigated several suspected forged signatures on various documents, including the Estate Accounts, relating to my deceased mother. At first, WARNER tried his hardest to persuade me to drop the case suggesting it was a civil matter rather than a criminal one but then changed his mind and said he would do so.On 5/06/08 he stated he himself had personally carried out his investigations on the suspect signatures even though he had previously admitted at a meeting on 24/05/08 he was not trained or qualified in any way to analyse handwriting and did not have the capability to do this. Despite this WARNER’S stated conclusion was that the signatures were genuine even though he had never had them forensically examined by a qualified handwriting professional to support this.(On one letter a suspect Co-Executor’s signature sloped to the right when in fact her normal genuine signature always sloped to the left as she is a left-handed writer). I had already begun to distrust WARNER and asked him to send me a copy of a sample signature he claimed he had taken from the Co-Executor and which he said proved there was no case to answer. He repeatedly refused to do this. (WARNER had also refused outright at the meeting on 24/05/08 to send me a written summary of the details we discussed at this meeting including the fact he was not a trained handwriting expert. He clearly did not want to put this admission down in writing). I sent Chief Constable MAXWELL five separate letters complaining about WARNER and the corrupt conduct of the head of the Professional Standards Department, Superintendent RAW who just covered up for WARNER. MAXWELL did not answer any of these letters. In addition, Deputy Chief Constable BRIGGS and a Police Solicitor, Mr L MILLER, also involved themselves in the cover up of WARNER. I also notified the Chief Executive of the N. Yorkshire Police Authority, Jeremy HOLDERNESS and the Chairman, Ms J KENYON of the situation. They did nothing to correct it and deliberately suppressed my allegations in order to prevent them from becoming public knowledge. Others involved were a Mr S PUDNEY and a Mr S READ, a Director of Professional Standards.
In respect of others who have made complaints against the NYP and NYPA I refer you to the Real Whitby Website (a publication based in Whitby in N. Yorkshire). I also understand the Editor of this magazine was approached by the NYP to close down this site as soon as they became aware of it. It seems they are not keen on complaints made against them being read by people in N. Yorkshire. The caller would not give his name and the Editor refused to comply.
Chief Constable PRICE of the Cleveland Police Force and his Deputy Chief Constable BONNARD have both apparently been arrested on suspicion of misconduct in a public office, fraud by abuse of their positions and for corrupt practice (one incident being that PRICE allegedly used undue influence in appointing the daughter of the former Chairman of the Cleveland Police Authority to his staff. These charges are, in essence, very similar to those levelled against MAXWELL and BRIGGS ( an outside Police Force, the Staffordshire Constabulary, had to be called in to investigate these charges, primarily because the NYPA, under the direction of HOLDERNESS and KENYON, were not diligently monitoring the activities of senior officers within the NYP either because they were incompetent or in some way involved in corrupt conduct). Incredibly, however, even though MAXWELL was subsequently found guilty of gross misconduct charges at a meeting behind closed doors at which the NYPA attended his position as Chief Constable has been maintained. The detailed minutes of this meeting should be disclosed by the NYPA. There is a general perception that MAXWELL has been kept in power by the NYPA engineering some kind of deal to protect themselves.
It is also worthy of note that MAXWELL served for many years, at senior ranks, in the Cleveland Police Force, as did BRIGGS who was a former Assistant Chief Constable in that Force. MAXWELL joined the NYP in May 2007 followed by BRIGGS just one month later in June 2007. (It appears that for some time BRIGGS must have served under Chief Constable PRICE who joined the Cleveland Force in 2003). It is also very remarkable to see that Assistant Chief Constable CROSS is yet another senior NYP officer who has been employed by the Cleveland Force. It is undoubtedly the case that these three individuals all have existing strong associations with senior officers within the Cleveland Force, a Force which adjoins the NYP. I also understand PRICE lives in the NYP area at Appleton Wiske a short distance from Newby Wiske, the HQ of the N. Yorkshire Police. The North Yorkshire public want to be assured, in a case where police are investigating police, that your corruption investigation is seen to be truly independent and that your eventual conclusions are above suspicion. It is for that reason that no NYP officers should form part of your team investigating PRICE and BONNARD.

Wrongfully sacked Sultan Alam may run as police commissioner

SULTAN Alam - the former police officer awarded more than £840,000 from Cleveland Police after being jailed for a crime he did not commit - may put himself forward to become the force’s first commissioner.
He says he is “seriously considering” standing as an independent candidate in the election on November 15.
The new commissioner will replace Cleveland Police Authority.
The powerful role will come with responsibilities including hiring and firing the chief constable, setting the police precept and budget and drawing up a crime reduction plan.
And Mr Alam, 50, told the Gazette: “I am seriously considering the position.
“I have spoken to a lot of people across a broad range and the reaction has not just been positive but also very enthusiastic.
“I will be assessing the situation and making a decision within the next two weeks.”
The ex-officer said being elected to public office was “a privilege and not a right” - and an indication of trust given by voters.
Earlier this year, he concluded a 17-year battle for justice after he was wrongfully sacked by the Cleveland force and jailed for a crime he did not commit
Mr Alam was awarded a total compensation package of £841,428.
And he said it was a big decision for him as to whether he would make a bid to put himself forward as a candidate for commissioner role.
“It is not something that should be taken lightly and I am not treating it as such,” he said.
“If I was to stand I would bring a fresh input, fresh thought and an independent view.
“The police service has always been seen as independent of political influence and I would want that to remain.”
Mr Alam said that if he decided to stand some people would think it was his way to get back at Cleveland Police.
But he added: “Nothing could be further from the truth.
“A line has been drawn on what happened in the past - it is history.
“I love the police service and, when I joined the police in 1984, it was my intention to devote my life to it.
“I cannot blame a corporate organisation for the malpractice or wrongdoings of individuals.”
Mr Alam said the post of police commissioner was important for both the police service and for Teesside residents.
He noted the switch from police authorities was a fundamental change in the way the service was run.
“If I decide to put my name forward I will set out what I intend to stand for and what my qualities are and leave it to the voting public,” he added.
Born in Pakistan, Mr Alam came to the UK aged eight.
He lived in Nottingham before coming to Middlesbrough at 16.
So far, two other candidates have announced they will be contesting the election.
Middlesbrough councillor Barry Coppinger will be the Labour candidate and Stockton councillor Ken Lupton has been chosen to run for the Conservatives.
The Liberal Democrats have indicated they will not field a candidate.
